Instinctively, people mostly flee to places that are structurally and culturally woven into their lives, and among these places are local Mosques. Community resilience and adaptation often begin at the neighborhood level.

What makes Mosques in MENA fitted to support disaster risk reduction efforts?

Mosques have a significant cultural and physical presence throughout MENA urban and rural areas. Their potential to support climate adaptation and disaster risk reduction is linked to 3 factors:

Proximity and accessibility: Mosques are centrally located in most neighborhoods, whether in rural villages or cities. They can serve as familiar and accessible landmarks for local residents.

Strong institutional trust: Official channels may have issues with communication during emergencies. Imams and local mosque committees can play an important role in communicating health, safety, and evacuation information to community members.

Equipped infrastructure: Many mosques are designed to accommodate hundreds or even thousands of people. They often feature large covered halls, sanitation facilities, and centralized public-address systems.

Unlocking the full potential of MENA Mosques as sanctuaries of resilience

When extreme weather events hit the region, suitable mosques have the potential to support local relief and resilience efforts, provided they are properly equipped, assessed, and integrated into local disaster preparedness plans.

Unlocking Life-Saving Cooling Centers and Flood Shelters: With extreme heatwaves regularly exceeding 50°C in parts of the region, mosques, where structurally and technically suitable, have the potential to support relief efforts. For instance, well-ventilated or shaded prayer halls could potentially be used as designated cooling spaces during periods of extreme heat, while suitably located facilities might offer temporary refuge during flash floods.

Unlocking local water stewardship: While the region remains one of the most water-stressed on Earth and water use for ablution is high, mosques offer a powerful opportunity for neighborhood-scale conservation. Green Mosque initiatives across Jordan, Morocco, and the UAE reveal that installing low-flow aerators effectively reduces daily water consumption. Furthermore, on-site filtration systems recycle ablution wastewater to maintain community gardens during severe droughts for example.

Unlocking Minarets as Early Warning Signals: While emergency broadcasts during sudden flash floods in valleys often fail to reach households in time, the pre-existing minaret loudspeaker system can be used as localized alert tool for the immediate transmission of urgent weather warnings and flood evacuation instructions into those homes.

Unlocking eco-theology for grassroots action: While regional environmental policies may sometimes feel distant from everyday life, imams and other religious leaders can play an important role in communicating environmental values to their communities. By drawing on the Islamic concept of Khalifah, which emphasizes human responsibility and stewardship of the Earth, in weekly sermons, they can help frame climate action as an ethical imperative, potentially igniting grassroots, neighborhood-wide action.

The Path Forward: Mosques as Community Resilience Hubs

To fully realize this potential, relevant stakeholders across the Middle East and North Africa must work together to assess and, where appropriate, equip suitable mosques as part of local disaster preparedness plans. Equipping these spaces with rooftop solar panels and battery storage will ensure that the cooling, lighting and pumping systems operate even when there is failure due to heat-induced grid issues, while stocking dedicated on-site storage rooms with food, clean drinking water reserves, first-aid kits, and satellite radios guarantees rapid, life-saving neighborhood relief ahead of storm and drought seasons.

The aim is to identify and support mosques that are technically, structurally, and geographically suitable to play a role in strengthening community resilience, based on appropriate assessments and local disaster preparedness plans.

Join us in expanding this vision and bringing life-saving infrastructure to the neighborhoods that need it most.

The climate crisis we are witnessing today is intensifying extreme weather events worldwide.
